USDA Expands Livestock Coverage Options

Cattle and livestock producers will see several updates to federal insurance programs beginning with the 2027 coverage year after USDA approved a round of changes aimed at expanding protection options and updating policy rules.

The changes impact Livestock Risk Protection, Livestock Gross Margin, and Dairy Revenue Protection programs administered through USDA’s Risk Management Agency.

For cattle producers, one of the larger adjustments increases allowable weight limits on certain fed cattle coverage options while also extending protection periods for cull cows. USDA is also creating additional coverage categories tied to unborn feeder cattle classes, giving producers more flexibility when protecting future inventory against market swings.

The agency is also revising drought related forage exemptions under Livestock Risk Protection. The changes are designed to better address extended dry conditions and natural disasters that disrupt grazing operations across cattle country.

Livestock Gross Margin coverage is also receiving updates. USDA is increasing insurable weight limits for finishing cattle and revising ownership requirements tied to yearling and calf finishing operations. Officials say the adjustments better reflect how many modern feeding programs operate today.

For dairy producers, Dairy Revenue Protection rules are being modified to better align with the structure used in other livestock insurance programs. USDA says the change should simplify timing and consistency across policies.

Additional updates across all three programs include revised rules tied to beginning farmer and rancher definitions, clarification on transferring coverage, and new language dealing with off exchange contracts and inactive policies.

USDA officials say the overall goal is to strengthen risk management tools for producers facing continued volatility in livestock markets, feed costs, weather conditions, and input expenses nationwide.
