WESTERN ILLINOIS — Records of foreign interests in land across six western Illinois counties are drawing renewed attention to how the state tracks agricultural property and other land holdings.
Illinois Department of Agriculture records show 675 entries involving foreign land interests in Morgan, Cass, Scott, Pike, Brown and Greene counties over two fiscal years, according to a regional examination of the records. The figure represents recorded entries, not 675 separate farms or a measure of total acres owned by foreign investors.
Among the transactions identified is a June 2025 purchase by German investment firm Viessmann Generational Investments of approximately 515 acres in Cass and Morgan counties for $8 million. Records also describe roughly 714 acres in Cass County associated with Swift Pork, a subsidiary of Brazilian meat company JBS, and utility lease interests tied to Danish renewable energy company Ørsted in Morgan County.
Foreign land interests can include ownership and certain leases, making the distinctions important when evaluating how much agricultural ground is affected.
The state agriculture department has acknowledged limitations in its ability to track and enforce reporting of these transactions. Legislative proposals intended to expand oversight, House Bill 1162 and Senate Bill 1364, did not advance out of committee.
For producers and landowners along the Missouri and Illinois border, the discussion involves farmland availability, transparency in land transactions and the role of outside investment in rural communities. The records alone do not establish wrongdoing by any of the landholders.
